Rule 22G
PROMOTION PROVISIONS

(1) For the purpose of promotion of teachers at each level of the community-run schools, promotion categories shall be established in the following ratio:- Total number of posts Third Category Second Category First Category 4 3 3 1 1 5 - 5 4 1 1 – 6 5 1 1 7 5 5 2 – 8 – 6 2  – 9 6 3 10 6 3 1
(2) Notwithstanding anything written in sub-rule (1), if the District Development Committee has taken over the management of all the schools within the district, in accordance with Rule 89 and if the village development committee or the municipality has taken over the management of more than one school within its area, the posts to be promoted will be based on the total number of posts in such schools. Can maintain rank.
(3) The management committee shall have the district education officer determine the number of posts to be promoted with the rank before proceeding with the promotion of teachers.
(4) Teachers who meet the following qualifications and are appointed to posts approved by the Government of Nepal in the category determined according to sub-rule (3) may be candidates for promotion:-
(a) having served continuously for seven years continuously in a post one grade below the grade to be promoted,
(b) ………..
(c) …………
(d) Not having received any kind of departmental punishment during the last five years.
(5) According to sub-rule (4), a teacher who has reached the qualification can apply to the management committee by attaching the necessary documents for promotion.
(6) If an application is received according to sub-rule (5), the management committee will send the documents with such application to the teacher selection committee.
(7) The teacher selection committee will recommend teachers for promotion on the basis of their work ability. In that way, when evaluating the work capacity, the bodyA maximum of 60 marks will be given as follows:-
(a) 50 marks for performance evaluation (b) 10 marks
for interview (8) A maximum of 50 points will be given at the rate of 10 points per year for the last five years for performance evaluation.
(9) The teacher selection committee will recommend for promotion the teacher who gets at least 51 points including at least 6 points for interview and at least 45 points for performance evaluation.
(10) The format of the performance evaluation form will be as prescribed by the Ministry.
(11) The teacher's supervisor shall be the principal and the chairman of the management committee shall be the reviewer and the supervisor of the principal shall be the member of the committee appointed by the management committee and the chairman of the management committee shall be the reviewer. But if the teacher and principal are of the same category in a school, the supervisor of such teacher will be a member of the management committee and the chairman of the management committee will be a reviewer.
(12) Notwithstanding anything else written in this rule, the permanent teacher working before taking over the management of the school shall be entitled to participate in the promotion by the commission if he wishes. However, a teacher who has been promoted once in accordance with this rule shall not be eligible to be a candidate for promotion by commission again.
